Procurements started before 24 February 2025

Contracts whose procurement commenced prior to 24 February 2025 will remain regulated by the Public Contracts Regulations 2015 (or the equivalent Utilities, Concessions or Defence regulations).

The Public Contracts Regulations 2015 apply to procurements of goods, services or works commenced before 24 February 2025.

The Utilities Contracts Regulations 2016 apply to utilities procurements commenced before 24 February 2025.

Electronic Data

The Concession Contracts Regulations 2016 apply to all in-scope concessions advertised in the FTS before 24 February 2025, whether by a contracting authority or  by a utility. The CCR 2016 apply to over threshold public works concessions and public services concessions.
