The Public Contracts Regulations 2015 apply to procurements of goods, services or works commenced before 24 February 2025.
Determining which procurement law regime applies?
- Generally, a procurement will be "commenced" on the date that the contract notice/advertisement is published.
- Contracts whose procurement was commenced before 24 February 2025 will continue to be regulated by the Public Contracts Regulations 2015 (or where relevant by the equivalent Utilities/Defence/Concessions regulations).

- The contract award procedures under the Public Contracts Regulations 2015 and Utilities Contracts Regulations 2016 involve complex minimum timescales and potential reductions, making them confusing.
- Non-central government contracting authorities and utilities enjoy a certain amount of flexibility around the setting of timescales, subject to agreement with and safeguards for bidders.
